Paper Armour exists because families are too often expected to explain complex needs, impossible systems and years of lived reality in neat little boxes.

Paper Armour is practical paperwork support for parents, carers and disabled people who need clearer wording, stronger evidence links and a calmer way through the next step.

Why Paper Armour exists

I built Paper Armour for the moments when the paperwork pile starts to feel bigger than the problem itself.

Forms, letters, decisions, school emails, reports, deadlines, reviews and complaint routes can become a horrible tangle. The people filling them in are often already exhausted, worried and carrying far more than anyone outside the situation can see.

Paper Armour helps turn that tangle into something clearer, more organised and easier to act on.

It is not about making things sound dramatic. It is about helping the paperwork show what is actually happening, what is needed, what evidence supports it, and what the next practical step could be.

Who Millie is

I’m Millie Carter.

I have over 26 years of lived and practical experience supporting disabled people, carers and families through complicated systems.

I am a parent and carer in my own family, so I know that paperwork is rarely just paperwork. It usually sits on top of real life: appointments, exhaustion, school worries, care needs, benefit forms, decisions, deadlines and the constant pressure to explain things properly to people who may only see one small part of the picture.

I have also founded and run a charity that supported thousands of families. That work included helping parents and carers understand decisions, organise evidence, prepare letters, explain needs, challenge poor support and find a clearer way forward.

Paper Armour brings that experience into a small, practical service for families who need focused help with the paperwork in front of them.

Why lived experience matters

Many forms and official processes ask for simple answers to complicated lives.

Lived experience matters because it helps spot the details that are easy to miss: the supervision that has become normal, the support quietly holding everything together, the difference between a good day and a bad day, the impact on family life, or the way a need shows up outside a neat tick-box.

Paper Armour uses that understanding to help make paperwork clearer, more specific and more useful.

What support looks like

Paper Armour is not just ‘a form’ or ‘a letter’.

Depending on the situation, support may include:

  • spotting what the real issue is
  • organising scattered paperwork
  • making wording clearer and more specific
  • linking evidence to needs, impact or missing support
  • identifying gaps or missing information
  • preparing draft letters, notes or wording
  • suggesting questions to ask
  • helping you prepare for a meeting, review, form, complaint or decision response
  • creating a calmer plan for what to do next

The aim is to make the next step clearer and less lonely.

What Paper Armour is not

Paper Armour is not a law firm and does not provide regulated legal services.

It does not replace legal advice, formal representation, emergency support, safeguarding services, medical advice, financial advice or specialist welfare-rights representation where those are needed.

Paper Armour provides practical paperwork, evidence and advocacy preparation support.

Why no promises are made

No one can honestly promise an EHCP, IDP, benefit award, school decision, complaint result, appeal outcome or tribunal result.

Decision-makers are outside Paper Armour’s control.

What Paper Armour can do is help make the paperwork clearer, better organised, more evidence-focused and easier to understand.

That matters, because unclear paperwork can hide real needs. Clearer paperwork gives the person reading it a stronger, easier-to-follow picture of what is happening and why support is being requested.

How Paper Armour works with you

Paper Armour starts small.

The Initial Support Review gives Millie a chance to understand what is happening, check the main issue, look for obvious deadlines and decide whether Paper Armour can realistically help.

If Paper Armour can help, you will receive a suggested next step or quote. If it cannot help, you will still receive a brief next-step note where possible.

You do not need perfect wording before you start. Clear, honest information is enough.
